Exactly. I know of at least half a dozen people who have been fired from my workplace over the last ten years for sexual harassment, some of which didn't even involve touching the complainant at all.Thank you no, I like being employed.
I think it all depends on the situation and your relationship with that person. I have tickled a lot of coworkers at work because the situation was good and my relationship with them was very strong. They were always playful tickles and done discreetly so no "busy body" would be offended. All of the ones I tickled had no issue with it. Heck, they kind of expected it from me. The nature of our relationship was strong and fun based so it never seemed awkward.
Every situation is not the same. I would never recommend doing it unless you know the person who receives it is totally comfortable with you as a person and the nature of your relationship would allow something like that. The vast majority of my coworkers I wouldn't dare do it because I don't know how they would take it.
Be very careful out there. Be extra cautious.
So, basically...Keep your hands off of other people unless you know it's okay with them, and be aware of who might be watching.

Just to be clear, you know I'm in total agreement with you, right? I just realized that "makes sense" is sometimes used as a passive-aggressive response around here. Wasn't my intention.
Tickling at work = sexual harassment, possibly an arrest and sex offender registration, and definitely a guaranteed way to wind up flipping burgers the rest of your life. Even if you think a girl will like it, don't do it.
Also, it's a total double standard. I work in a professional setting and girls put their hands on my arms all the time when talking to me, sometimes walking by me give me a little nudge in the shoulder. If I did that to a girl I'd be out on my ass.
