In pokemon episode<A HREF="http://www.pokemon.com/tv/tvlist4-1.asp"> 413: A bitter Pill to swallow</A> Jesse from team rocket gets tickled by her pokemon. She doesn't like to be tickled and is very ticklish. Then she is tickled again by some wild Pokemon. Overall a very funny episode.

Those pokemon didn't tickle her they just rubbing on her because they fell inlove with her.
BUT, in this episode there's a turtle pokemon named Shuckle, that in some place in the episode he lickes Jesse's bellybutton twice.

I saw the episode just the other day

I got the impression that she was being tickled by her own Pokemon. Arbauk and Wabafet were rubbing on Jessy's body and it seemed to tickle her. The Shuckle pokemon licked her exposed belly button and she screamed out laughing. Then about a minute later a different Shuckle licked her belly button again causing her to laugh even louder. All of this happened at the very end of the episode.
