A Tickle for a Ticket???

Addie Juniper plays a woman in a desperate situation. She has received a traffic ticket that she can't pay and was told to see Mr. Jerusalem, the Court Clerk to see if she can work something out. He is less than sympathetic; no payment plans, he just needs the money now UNLESS.....she agrees to fulfill a personal fantasy of his; to allow him to tickle her underarms with his fingers and feathers! She is extremely reluctant, but sees that she has no choice, as she cannot pay this ticket. Mr. Jerusalem makes her strip down to her waist and hold her arms up so that he may tickle them. She has a hard time taking the ticklishness and keeps trying to put her arms down, but he forces them back up saying she must endure it if she wants her fine absolved. How cruel and embarrassing!
