what video is this from?

I have had these clips for a long time, and have tried unsuccessfully to find out the origin. I was once told that SOA stands for "Soles of America" but I have never been able to confirm that this company ever existed. Do you know what company produced this, or where this complete video might be available?

SOA stand for Simply Outragerous Adventures. They made about 5 - 6 videos in the early 90s but no longer produce them
and were located in the state of Wasshington.
