I depends on what he's looking for. None of those three are particularily cheap though. If it's for the tk scene, right now, I believe TO is the only active group in Canada (don't quote me on that).

Hey, I too am from Canada. Toronto to be exact.
Both London and Toronto are really great, and each city has its own merits. You will be better off finding cheap housing in London because its a university-oriented town, but you may have difficulty finding the sort of job opportunities of Toronto.

But London is close enough to be able to visit Toronto anyway!
