I'm pretty sure it is a photo, but there is a video clip of this as a small segment of it appears in the following (towards the very end of the video) -

Going by the photo, it's defs Renfaire tickling. Probably an amateur video. There are Renfaire tickling videos on YouTube. Might just have to check them. I don't think there is an identifiable name and studio for that video.

I can't help you anymore than that I'm afraid.
