I've never been able to imagine them being very ticklish, when compared to fingers.
Holy crap, they send me into ORBIT. I didn't used to think they'd be anywhere NEAR that bad, but get them on my neck, arms, sides, ribs, pits, or upper legs, and I'm begging inside ten minutes😱

Feathers are great for slower, more methodical tickling. And, of course, they need a particularly sensitive area to work. They're fine for what they do, but good ol' fingers or anything mildly scratchy will always work out better.
A couple of 'em, yeah. I've actually got a number of places that feathers work on, but my feet are amongst them prominently.
