In observation of this section after years of moderating it, I've found, in EVERY section, that few respond immediately, with rare exception.
Long Island has dozens on and around it, and they've STILL not had an event, and they HAD responses.
Too, Toronto has had events for a while, and I met several from that crew, two NESTs ago. Saw 'em at the last NEST.
People are shy, folks, and tend to be inclined towards positive and constructive events. Perhaps trying to organize a munch, to meet the "few" people you have, would be a REALLY good idea. Once you know one another, you have the chance to encourage others based on past meets.
Too, you could try participating in discussions, and socialize. Folks seeing you participate would appreciate you more.
Lastly, if you want to draw out locals, try applying some graphic (like the national flag) to your sig. A tiny maple leaf says much, don't ya know.
There's two video companies on Canada's eastern side. Already one gathering in Toronto. You could do this. Just MEET. Grow it from there.
