Here is the Quote:
Bachelor's Day, sometimes known as Ladies' Privilege, is an Irish tradition by which women are allowed to propose to men on Leap Day, 29 February, based on a legend of Saint Bridget and Saint Patrick. It once had legal basis in Scotland and England.

Here is the idea
In place of the marriage proposal every February 29th no man can refuse to be a woman's tickle toy for an entire day. Clearly this would only apply to couples or maybe be a fun theme for a tickle gathering with a FemDom theme.
Any thoughts?
