In an episode of Duck Dodgers (called Good Duck Hunting), a fat villian put a bounty on Dodger's head. When he was brought in by a female bounty hunter The Cadet had befriended, the villian ordered Dodgers to be put into a tickle torture chair. It seems obvious this guy knows nothing about tickling. He didn't even take Dodger's boots (which doesn't matter. Dodgers said he wasn't ticklish). The chair looked effective, but he used it on the wrong person in my opinion.
