Actually you CAN tickle yourself... the reason you can't normally is your subconcious blocks the sensations because your brain knows it's you doing it.

You can train yourself to be ticklish to your own touch (difficult) or you can simply make your hand fall asleep and then tickle yourself - since your fingers can't feel your foot, its like being tickled by someone else!

Interesting theory, but in the real life this never have been verified, several scientifics have done tests about this theme and nobody has been able to verify that.

Tickling is a reflex act, is a kind of alarm that warn you about some potential danger like an spider walking on your feet by example or an snake close to your feet. When you try to tickle you, your mind knows that there's no menace, then you don't feel tickling.
