Can anyone please please help me finding a clip??

I think I asked this before but maybe someone can help me track this clip down. I certainly hope so. The story line is as follows. A beautiful girl is short on her rent or short of a deposit for a apartment or something along those lines. The person she is going to rent from or going to be a roomate of makes a deal with her and says if he can tie her up in her short skirt and pantyhose or nylons and tickle her nylon clad feet he will think about it! He hogties her and starts going at her feet, the thing I remember about this clip the girl say's how did he get good at tying and he replies he learned it in the boyscouts. I hope someone can find a copy of this clip and post it if it's from a source that will allow it in this forum. I hope someone knows the clip that I'm talking about, I'd be thrilled to death if someone can help me with this search of this clip. Thanks a bunch!!!!
