That sounds like that letmattdcuoitup guy on youtube. The one who approached random girls at various places and asked if he could tickle their feet usually for $20 (guess it was $40 here) saying it was the "lol challenge." He hasn't been around for at least a couple of years now. You can still find several of his videos on youtube though from other people who reposted them.
