It is obvious you should not post pictures from member only sections of website. What I was wondering is how one should go about posting pictures that are not in member only sections. Do I need to contact the owner to obtain permission? Do I need to be extra careful about saying where the picture came from and who the author is?

If the pictures are from preview sections of pay sites, or are given away free by any other means, I don't think there is a problem with posting their images, so long as they aren't tampered with beforehand, and that the material isn't credited to the wrong person intentionally. I've never seen any major problems with images being posted here. But if there is a problem a mod would take them down, so i wouldn't be going out my way to see if a pic is ok to post.
