I don't happen to know the picture, but it's definitely by Steve Carter. I know this because I'm an avid fan of furry tickling and he is well known in the furry-tk community. Unfortunately, he's no longer around. He had a website with a large tickling (furry and non-furry) gallery, but it's kaput. Hopefully having the name will help you find the picture you're looking for, but I wouldn't hold my breath.

You'd be surprised at how often people confuse the two, especially on furry groups. No, that's Steve Carter. If that's Chad Pet, I'd be very surprised. The face looks more like Steve Carter, and so do the feet.
