Does Tickle Footed = Tender Footed??

I'm kind of a tenderfoot and am very tickle footed even though my feet are kind of tuff from walking around barefoot outside but, some people who are tenderfoots aren't ticklish at all such as my dad. What is up with that? A lot of ticklephiliacs think that having sensitive skin automaticly includes ticklishness but, evidently that's not the case so, if sensitive flesh isn't the cause and it isn't other previos theories such as nervousness and so on then what is the most likely cause? Maybe personality type or a conditioning that we learn at an early age?

What do you think?
 
Absolutely--after a pedicure, woman are far more sensitive with all that new skin exposed. But I believe an unticklish foot remains unticklish no matter what.
 
my feet are very rough, i wear sandals a lot, firefighter boots, and steel toes, but they remain extremely ticklish
