Harmony's TICKLISH INTERROGATION

Thanks, BT. As are several others you posted, that picture is from the Harmony tickling video Ticklish Interrogation. The stocks scene is one of my two favorite scenes from that video (the other being where the police officer ties the two women to one another's limbs, leading to a nice feet-tickling war).
