It depends on thier interest and how their experience in their lives. If they had a scary experience when they were being tickled, then yes they can really hate that. But if they had a fun experience since they were young and had a continuous fun time throughout their lives, then they will enjoy it for any reason.
I know that it may sound crazy for what I'm talking about...or that it's probably true. Though I been trying to study the things about other people and the world. I even read some things (like people with fetish) about why some loves it and why some don't. So it may have been why I brought that up.
Now to answer that question...from what I had to go through in life...I say some or few loves to be tickled.

As a general rule, I would say most people enjoy laughing, and therefore most people do not mind a quick poke or tickle.
Enjoying something is not the same as finding it sexually arousing, of course.
Almost everyone enjoys a good slice of pizza, but very few people get turned on by it. Papa John himself being the possible obvious exception.
Of course, it depends who does the tickling.
