1) I've seen plenty of hott gals in malls, and a myriad of other public places with whom I was not acquainted that I wanted to tickle...but I didn't due to those pesky sexual harrassment laws...

2) If anyone I didn't know went out of his or her way to tickle me in a public place, I'd be fairly creeped out...I don't want some random stranger randomly tickling me in public...hell, I don't want a random stranger tickling me or touching me in any way ANYWHERE...

But that's just me...
