I'm sorry but that law is from 1925. Don't you think that some things should be looked at and reevaluated? What actual harm is being done here? It's based on diverting water from streams, he's not digging up the stream and changing it's direction. I would understand more if there was a severe drought in the area if he was keeping water from a dried out stream or river but there's not a major drought in Oregon. And in a drought I think I would be setting up a few rain barrels myself. I hope he fights this and at least gets the money from the fine back and it cleared of the record.
