The clip in question, I believe, is one of Hilary walking barefoot across a stage, then cutting to a scene where Hilary and a bodyguard tickle Haylie (Hilary's big sis) on her feet. If that is the clip you mean, it was removed because Hilary was under 18 at the time, and hence it was minor tickling adult.
