I'm having a problem with the Smilies.

Do you happen to have a pop-up blocker enabled? Or does your browser have pop-ups disabled? The smilies window utilizes a pop-up and if those are disallowed that would kill it.
 
I logged off and then came back on and the problem cleared up.
