Melissa Joan Hart has claimed to be not very ticklish on more than one occasion, but a recent Instagram post she made could keep the fantasy alive for those who desperately hope she is. Is this confirmation of ticklishness somewhere? Silly joke post of no relevance? Take it however you choose to take it.

Yeah, that's what I've been hypothesizing myself. She's directly said no about the feet before, but that doesn't mean she's not ticklish anywhere.
