Is Ni No Kusu finished?

I was wondering if ni no kusu was a finished game, I got to the part where you fly to the island where you meet the girl that asked you 3 questions, then tells you you need to find the true meaning of being tickled and tickling, after that I can't find anything without the mc saying she can't go there, except for the boss battle with the creator?
P.S. Does Fiona (owns the brothel) have a tickle scene after you complete everything in the brothel?
