Let me start out by saying I have little experience when it comes to tickling. I've had a tickle fetish for quite some time and only got to try it once with a female friend who warned me she wasn't ticklish AT ALL (she wasn't lying) and she wasn't good at tickling.
If a woman is interested, I am open to either being the ticklee, the tickler, or both.
