It may simply be because everyone likes something different in videos and stories. Some people like the tickle talk, others want it to be silent and ruthless, others want sarcastic commentary. It's hard to pander to everyone in one video, so I'm betting a lot of producers avoid the problem all together and go with what seems to sell the best for them. *Shrug*
As for stories, readers don't HAVE to read the tickle talk if they don't care for it- if they still like the story they can skip over it. Or if they like it a certain way they can easily imagine it in whatever tone or context they'd like. It's a lot easier to interpret tickle talk however you want in a story compared to a video.
