Not to go off on a foot-fetish rant (don't want to piss off the tickling purists), but how much of her feet do you see? Bare completely, or just in shoes? And how long is the scene? I KNOW that if there was any kind of tickling, you'd have mentioned it!

There are actually two scenes, and, while I did not time them, they are maybe two minutes each. No, no tickling.
In the first scene, Charlotte (Kristin Davis' character) is walking past a shoe store, and, even though she can't afford the sexy Italian sandals in the window, goes inside to try them on. She is not wearing stockings, and so the clerk is handling her bare feet as he puts the sandals on her. He is obviously very interested and aroused, and tells her what lovely feet she has, to her embarrassment. She says that she loves the shoes, but can't afford them--they cost $500. He offers a special price of $0, if she will say that her lovely feet are tired, and allow him to rub them. She agrees, and he does, although the massage scene lasts only a few seconds with the camera on her bare feet, and then a few seconds showing the clerk's face as he apparently has as orgasm. (Just from touching her feet, without also touching himself? Can't say, the camera is on a close-up of his face.) Carrie's voice-over commentary on this scene is somthing like, "When a shoe-fetish meets a foot-fetish, all good sense goes out the window."
Intermediate scene: All four of the women are walking down the street, and Carrie notices Charlotte's new sandals, obviously very expensive. Charlotte admits that she got them for free, but that she had to allow the shoe clerk to hold her feet, "just a little bit." The other three convince her that she must return them.
In the second scene, Charlotte tries to return the shoes, but the clerk looks at their soles, and states that, since they have been worn outdoors, they are now unsalable. If she returns them, then he will have to throw them away, a ghastly waste, in both their opinions. He says that Charlotte should keep them, and earn them by modeling five new pairs of sandals, just do that he can see what they look like on her lovely feet. She agrees, and the clerk is in ecstasy as he puts the five other pairs on and off of her feet. This is shown in speeded-up motion, with voice-over by Carrie, saying something offensive [to me], like "Charlotte felt like Cinderella ...(pause) ... Cinderella in an alternate perverse parallel universe."
If I had to guess when this episode aired, it was two or three years ago. It was during Carrie's first involvement with Mr. Big, who was perhaps moving to Paris at that time in the series.
