I believe it is "Viva _________". it had this woman and Bridget Bardoe.

This is a french film (1974) " Les quatres charlots mousquetaires ".
The actresses is Joséphine Chaplin and she's the daughter of Charlie Chaplin.
Bad news there is absolutely no tickling in the film.

This movie is from a french comics, and there is tickling in this book. The women is tied stand up in a sort of mecanical frame that tickes the upper body and drives her insane. ( sorry for my english...)

no, it's called a rack. it was used to stretch a person until their joints and tendons gave way, and was one of the primary devices used by the Spanish Inquisition.
