Need help finding a video

I recently saw this video on dailymotion and can't for the life of me remember where it was.
The video was of a young girl in stocks with red nail polish. She was being tickled by and elder woman who kept staring into the camera and the girl that was being tickled had these kind of pointed teeth. It was older clip, probably filmed in the 90's and i would really like to find this video agian.
p.s The clip resembled the wizard of Oz with dorothy being tickled, not 100% sure though.
