That's from the recently completed series "Mai-Otome" sequel to the series "Mai-Hime" currently being dubbed by Bandai. The girl in the blue hair is named Nina, and throughought the series it's said right out that her only weakness is that she's terribly ticklish. Many times throughout the show the brown haired girl (named Arika) takes advantage of this and will poke her in the sides to get a rise out of her.

The screenshots you have there are from an DVD extra that's about 5 minutes long. You can torrent the entire series including that particualy extra on sites like animesukie.com or mininova.org. Just search for Mai-Otome. For just general anime fans out there, it's probably one of the greatest shows to come out in the last couple of years.

I've attached a gif of one scene showing Nina's ticklishness. Unfortuantley she never really laughs, she almost moans when tickled.

Thanks for asking, LK! Yeah, I'm about mid-way through Chapter 5. Three-quarters of the linework is done and I've just started to add color. Everything should be ready around the first part of May. The first three are from scenes of tickling, in fact all 5 of them are from the episode in which Nina's ticklishness is discovered. The tentacle monster was used (by one of the bad girls in their school) earlier in the episode when it was so small it couldn't be seen in their swimming pool, to tickle Nina. Unfortunatley, that episode is the only one that really focuses on it aside from the little 5 minute extra. There are a few quicke scenes throughout the series though were she gets a few pokes though. XD

Here's the link to one of the sites you can get the entire series. I highly recommend getting the ones fan-subbed by Doremi. You'll need a bittorrent client to download them though.

For those looking for the episode with all the tickling in it, it should be episode 3 or 4. I suggest getting the entire series though. It may start out more along the lines of a cute high school girl fan service anime but it transforms into a dark, dramatic, action packed thriller. That, mixed with the amazing artwork, animation, and soundtrack makes it one of the most amazing shows put out there. The kind of show that, once you get into it, gives you that ball of pure energetic excitement in your core. You'll laugh, you'll cry, you'll want more and more. Enjoy! XD
