What are your favorite situations to tickle someone that aren't flirtatious?

I suppose it depends on your relationship, but one of my favorites witnessed was a woman standing on the bus using the hand loopies, and her daughter in the seat in front of her wiggled a little finger into her armpit. To which she quietly squirmed, scolded her once the bus started turning, then tickled her back.

I also actually witnessed a buried-in-the-sand tickle back high school between 2 friends.

What are some other commonplace opportunities to tickle in a friendly environment?
 
I'm finding this question interesting to contemplate. For me it brings up the question of what makes an act "flirtatious." Is it the hope for something more to come of it, either sexual or romantic? Do the people involved have to be attracted to each other? Attracted to one another's gender?

For example, why was the buried in the sand high school tickle between two friends not flirtatious? My inclination is to think if someone tickles another person, there's some part of them that is "flirting" or expressing — the definition according to the dictionary — "playful sexual attraction." Maybe I'm biased because tickling almost always seems flirtatious to me, no matter who is involved. It's almost like the two notions can't be teased apart.

I know one of the examples you gave was within a family, and I don't think that is necessarily flirtatious in the conventional sense of the word, but I guess this speaks to why family tickling almost always feels taboo to me — at least once those involved are into their teens and beyond.
 
I've seen variations of this discussion, and it's notably uncomfortable or unhealthy on this site as a fetish site, where everyone knowingly has some sort of romantic or sexual connection with it and often uses it for that agenda. So I understand this perspective.

The two friends at the time were just 2 friends that are girls.

I don't think just any tickle is flirtatious REGARDLESS of relation, though. To the discomfort of the discussion being a fetish, to many it will always be sexual, but to others, with intention it's still playful relationship building.
 
I’ve used it once to get someone to let go of something. I don’t think I had done it with the intent of flirting with them. I actually apologized to them because I was embarrassed as it was something I’d never do.
 
I've been on the receiving end of non-flirtatious ticklings many times. Every time one of my coworkers tickled me it was a situation where she and I were both in committed relationships and there was no particular signal that they were attracted to me at all. My friend Sarah and my sister-in-law each tickle me and both do so with exactly zero coquettish intent. And the handful of times I've been tickled by dudes they were (outwardly anyway) solidly hetero guys. All of these assaults were playful but I don't think any of them could accurately be called flirtatious.
