Seriously, though...while some may welcome that, I think that others simply like the feel of being barefoot (or bare whatever). I'm sure, if we walked into a nudist colony, the fact of exposed flesh isn't meant as an invitation for a tickle...or anything else for that matter.

To this question Personally I have to admit Yes 😛 .When
I go out of the house wearing sandals,go to the park and
sit under the tree ,remove my sandals so my feet are bare and act like I am pre-occupied looking at the birds in the trees,in the
sky I am really watching out of the corner of my eye whether
someone else notices me😱 .If I spot someone watching me from a
distance or within a few feet I purposefully lean back on my back
and I put my feet together and wiggle em like they are being
tickled and see if the facial expressions on the persons face
changes .
If I'm at a gathering where I know there will be ticklers,lees
that I know,have spoken to or have not yet met in person;I love
relaxing on a couch and have my bare feet propped up in plain view
and I'll wiggle my feet to see if they get someone's attention
😀 .If they do catch someone's eye,then I love to tease that
person immensely and test to see if they will try to sneak
over,and get a hold of them before I have the chance to
pull back back into safety zone LOL.
Hey stitch (smiling from ear to ear) I bet you could hold
both of my bare feet in One of your hands and tickle with the
other Rofl..
