If I had to guess, I'd say an old cartoon or something or maybe a movie. Of course, it may be some tradition handed down from ticklers through the ages.

It goes back farther then Cartoons. I know that Chatrine the Great had servants tickle her with feather to get her ready for sexual encounters with her suitors. They also tickled her while she was having sex.
There are also references to feathers being used for tickling that go back as far a 1,000 years.

I've got this from a book named "Foot: a playful biography" by Kathy Vanderlinden
"The great Egyptian female pharaoh Hatsheptut (who reigned 1503-1482 BCE) is said to have prepared for lovers by having the palace eunuchs massage her feet with scented oils, then tickle the soles with peacock feathers."
Of course this might just be a myth made up in more recent times... the truth will probably never be known, yet, this must be the oldest mentioning of (feather)tickling.
