Mmkay...It says I can't send Private Messages.

SheDevil, you do not have permission to access this page. This could be due to one of several reasons:

1. Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
2. If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.

I get this message too, and it only started since the new design was implemented. Is this a design flaw?

After you post 10 times..you shouldn't get that promt anymore.

Actually it's to get people to post more. We're not Hotmail; so we require people to now put forth a small effort to contribute to this community through their postings.

You shouldn't need to spam with the amount of active discussions we have here. Even if you do spam to 10 posts it takes up to a hour for your account to be promoted to the advanced users group which has the private messaging and other nice perks.
