I was wondering, what is the proper procidure for getting at a woman's feet?
 
You question is very generic and doesn't provide any context to help us answer. You need to give more information about what kind of situation you have in mind. Even then, I don't think there's such a thing as "foot fetish etiquette" that applies in all cases. Besides, I'd think it's more a matter of common sense and adapting to specific circumstances than following a fixed set of rules.

Well, technically it can be done, but many people will definitely find it creepy (with good reason, quite frankly) and I don't think it's a very good idea. At the very least you'd risk making people quite uncomfortable, which isn't cool. Not to mention that this kind of behavior doesn't help the reputation of foot enthusiasts as a whole, which is already rather poor among the general population. At least that's my opinion. Other may feel differently about what you're asking.

This is win. Yeah, what you're asking is on the far side of creepy.
 
Your best bet would be to go to the beach or pool and just look...
and then when she sees you looking... dump a glass of water on your crotch... haha
 
there isn't a "non-creepy" way that you can ask a stranger to see her feet.
 
carry around a cup full of dimes and accidentally on purpose spill them on a woman's shoe or sandal. one of the dimes is bound to fall inside her shoe. apologize for spilling your dimes and tell her you think a couple fell in the shoe. she takes off the shoe and you see her feet, all without you seeming like a creep.

To be honest, if you want a lady's feet all to yourself, there's only really two ways you can really go about it. A) Basically charm her, flirt with her, date her and then take her back to your place. Kinky shenanigans occur. If you get lucky you got a long-term solution right there. B) Go to a topless bar or etc, and politely ask a few of the girls there if you can play with their feet. Play, pay, repeat.

That's my opinion on how to go about it, anyway.

I've thought about purchasing such a t-shirt, or maybe a bumper sticker. Of course, some might still view it as creepy, but not as much as you just going right on up and asking. Still, on some rare occasion, someone might go ahead and show you for a lark.

The t-shirt in question, however, doesn't identify gender...so if that'd be an issue for you, be warned...
