That skit's run in many places, using stocks or pillories to hold someone then tormenting them. While most places don't focus on tickling, there's several California fairs that do such, and at least one in Nevada, that I've worked back in the day. They focused much more on drubbing (dousing with water) than on anything else, 'cause California's HOT during fair season.
Legally, in California especially, it's tricky business, 'cause you can't cross ANY boundaries without serious legal repercussions. Dunno about such laws in England. Do make sure the person has a means to indicate "enough" such that you don't cross such boundaries yourself. Even with the law on your side, angry fathers/brothers/husbands/lovers can cause a wealth of pain.
