When I click on that link it says I don't have permission to perform this option what do I need to do in order to set up read receipt on a private message.

Try this. Click on User CP, then click edit options. See where it says enable private messaging? There should be a green check mark in the box. If not just move your cursor over the box and click once. That's all I can think of.

We do not allow read receipts on PMs. If you are being told you have one available that is odd, as I deleted all existing read receipts some years ago.
