Its meaning has expanded laterally in concept, but not really downward in age. I would say 35 and above. Of course, how anyone defines anything is relative to their own viewpoint. However, in cases like this one really needs to stick with the general consensus.

Cougar, on the other hand, does have an age element. Cougars and milfs are two distinct groups of women. They overlap but they definitely do not coincide.

No, I am stating the terms in their logical quantified order. Cougars are generally older than MILFS, not always, generally. Though I will take issue with teenage girls calling 20 somethings Cougars.
