Oddly enough, there is a mainstream film with a long scene in which this happens.
"Great Catherine", made in 1968. Jeanne Moreau plays the title role, and Peter O'Toole plays the role of a British officer. Catherine the Great, Empress of Russia, has him brought to her private chambers all tied up. She repeatedly pokes him in the ribs with her toes, and he is extremely ticklish. She is barefoot, and eventually orders him to kiss her foot.
