I think this is from a cartoon called Sammi or something like that. I don't really know the details, but it's one of my favorite clips nonetheless.

The show is called Magical Girl Pretty Sammy. It's another anime title that came about as a spin-off of Tenchi Universe's use of Sasami in a magical girl spoof. Basically something made for Japan's more loli based fans.
