I believe he means a slideshow of shorts that would allow him to multiple movies one after another. Sadly no, I haven't heard of anything like that.

Windows Live Photo Gallery allows images and videos to be arranged via tags, ratings, et cetera.
As for the exact question you asked, I'm afraid that you may need to go back and re-examine the words you chose. Images that show the progression of a clip? Perhaps you mean getting a still-frame of the movie? That can be done best with VLC.
