still looking for strange stocks art with huge feet

It would really help if I remembered the name of the artist or the character, but I can't. There's a picture of her, all plump and frumpy and cute, and a long paragraph describing her, then a comic strip that shows just her head and feet... then some serum or something is pumped into her feet to make them really really huge... then as she's tickled endlessly on her enormous soles, she's babbling and laughing and her talk degenerates into nonsense talk.
