Probably yes. Ticklephiles can insist if they like that such movies are nonsexual, but here's my test: would you watch one of these tickling movies sitting on the couch with your parents or your kids? If that idea makes you uncomfortable then chances are this movie has some pretty strong sexual connotations for you.
No, not all movies that contain sexuality are porn, nor should all be X-rated. However non-porn movies generally contain a lot of something besides the sexual material. They're not produced primarily as vehicles for sexual content. If a video is designed mainly as a delivery system for content that both the producer and the viewer consider sexual (by the test I outlined above) then it doesn't seem unreasonable to call that movie pornography, even if only "soft-core" porn. In fact it would probably be unreasonable to call it anything else.
