The Phantom Tickler has evaded the law for years, leaving a trail of tickling victims in his wake. But now the police have gotten a hot lead on the infamous tickler. A SWAT team has mobilized outside a suspected safe house the Tickler uses. They take the house, searching the rooms. But the tickler is much smarter than they think. During the search, one of the female SWAT team members gets seperated from her team in the maze of winding corridors of the house. The Tickler is waiting. Catching her by surprise, he injects her with a powerful drug, rendering her unconcious. When she comes to, she finds herself on an examination table, and the Tickler standing over her. She can't move, the drug still immobilizing her. The Tickler tells he rthey they are in a sound proof subbasement in the house, and that her fellow SWAT team members are upstairs. He then goes to work on his latest victime, reducing the tough SWAT team woman into a giggling girl as he uses fingers, feathers and electric toothbrush. After he has thoroughly broken the woman, he leaves her with a little present of laughing gas so she can't alert her fellow SWAT members as he attempts another escape. Will the Tickler succeed?
