In the episode with the tickle stick, was there a guy strapped to a rack in barefeet having his feet tickled with the stick?

I found the one where Karate
was foot tickled by Old King Cruel to get him to jerk his foot back to pull the cannon string to destroy Batfink. It is in the mainstream vidclip section.
