I as the tickler have done it to a few women. The first time I did it to each of them it was purely accidental. The couple of times I did it after was...semi intentional. If it happens it happens. Accidents do indeed happen...well those kind of accidents. They were laughing so hard they were unable to speak to give warning. I have done this to every single person I have tickled at least once.
Many of them more than once.
Some of them all the time every time I tickle them.

And yes it definitely has been done to me, more times than I can count and care to recall.
