Uknown Anime Scene.

I doubt anyone remembers this thread but a long time go there was a video from some unknown anime. There was this pink haired girl with a huge head, tied to a chair and she was being tickled by robotic hands being controlled by a woman wearing a bat costume. They were flying in some kind of Dragonball Z style hover vehicle.

Anyone have any ideas? The name of the series would really help. Thanks in advance.
