Voice activated toys (electrifying)

Hey guys and gals,
I saw this in quite a few clips. The girl (or victim ^^) is tied and the device is near her mouth. She gets tickled , laughs and the device gives her some nice electrifying sensation (at least it looks like it, maybe just a strong vibrator but I doubt that). so, if anyone here knows what I'm talking bout, please tell me what this is and where I can get it. The thought alone makes me crazy 😀
It would be perfect for plays where the girl is supposed to be quiet :speechles and bear it :grind_tee as long as she doesn't want to get a lil shock ......brilliant XD

I'm wondering if there are devices measuring the loudness and giving harder sensations depending on the level...;D

If you know a good electrifying tool (or vibrator) with remote control, please also tell me. that would be even more fun. but the voice activation has this nice mechanical sadistic touch if you know what I mean ;D

Funny thing, last semester in college I took a class that would probably let me build this. All I would need to get is the device, an adapter to feed in more power (the chip can only output 5 volts), and a mic. From there I just need to program the chip. I'm gonna have to look into this now, it shouldn't be too hard.
