Indeed. The skillful tickler knows to use that fact to their advantage, mentally toying-with and verbally teasing their ticklee for just as long as they pretty please to prior to the actual tickling(especially in a bondage scenario). Get in their head before you let your fingers do the walking and the rest is a cake-walk for you, and sheer agony for them.

Here's a favorite of mine that fits squarely into the "waiting to be tickled" category. I'm not sure why there's a spare shoe below her delightfully tied ankles(notice how they don't quite touch the floor). Perhaps she's held captive by a maniacal shoe-salesman or something(?).

Another psychological aspect, for me anyway, is when the ticklee is the only one undressed. There's something about a seeing when a naked lee is surrounded by fully clothed lers. Just a little quirk of mine.
