I don't know the answer to your question, but if you check out the Picture of the Week for this week, you'll notice some definite resemblences. I'm guessing it's from an FM Concepts video-shoot. Beyond that, I dunno...

I'm positive it's from FM Concepts from the mid-1990s to the late 1990s.
Taylor St. Clair tickles, and I forget the ticklee's name. I owned this hour-long tape way back when... but I do remember that it was the last vignette on the tape. (There were seven to nine vignettes per tape.)

I had a copy of this video but a defective VCR ate it up. It is from FM Concepts. By the way Taylor St. Clair who's doing the tickling in this pic. has some of the highest arches I've ever seen!
